BELLE OAKS SUMMARY

The enclosed plans demonstrate the proposed redevelopment of the entire 69 acres of the existing Richmond Town Square (including the previously approved former Sears Building and adjacent parking at Richmond Town Square; Phase I).

PHASE 1 & PHASE 2 OVERVIEW:

The first phase of the project will remain to be developed as a 621,106 square feet mixed use
neighborhood designed to create a pedestrian friendly environment with a walkable street grid.

The second phase of the project will be developed to extend the neighborhood to the east and the south; and reinforces the Phase I street grid and creation of outdoor gathering spaces. The area to the east of Phase I consists of 40 multi-story, for rent townhomes broken down into walkable street blocks and anticipated to have varying articulation and roof lines to provide visual interest and appropriate building proportions.

The area immediately south of Phase I will be an extension of the multi-story, multi-family residential buildings between the existing Regal Cinema and CubeSmart buildings. These new residential buildings will maintain a similar architectural appearance as the Phase I buildings and provide a combination of on surface parking, covered surface parking spaces, enclosed parking in either accessory structures or tucked under the buildings, and with below grade structured parking garages. Further South, between the existing CubeSmart/Regal Cinema and Wilson Mills Road, the development program will shift form multi-story residential to single-story commercial (retail, restaurant, fitness, and grocery). The commercial buildings have been sized to maintain the walkable neighborhood planning concepts, creating pedestrian oriented streets and public gathering spaces.

PHASE 1 DEVELOPMENT:

Phase I of Belle Oaks as currently approved by the City of Richmond Heights will consist of a new 654,969 square foot mixed-use neighborhood comprised of 6 new buildings located on 23.5 acres of the existing Sears department store site at Richmond Town Square in Richmond Heights, Ohio. The 6 new buildings will have a program as follows:
• Building 1 is a new three-story building with 36 residential units and 8,085 square foot of ground floor retail. The residential units will contain 8 one-bedroom, 13 one-bedroom with dens, and 15 two-bedroom units. The building contains 14 tuck-under garages, 7 standalone enclosed parking garages, and 18 covered surface spaces;
• Building 2 is a new four-story building with 84 residential units and 8,551 square foot of ground floor retail. The residential units will contain 21 one-bedroom, 28 one-bedroom with dens, and 35 two-bedroom units. The building contains 27 tuck-under garages, 11 standalone enclosed parking garages, and 28 covered surface spaces;
• Building 3 is a new four-story building with 97 residential units and an 11,250 square foot ground floor clubhouse and amenity space. The residential units will contain 20 one-bedroom, 44 one-bedroom with dens, and 33 two-bedroom units. The building contains 123 underground parking spaces and 15 tuck-under parking;
• Building 4 is a new four-story building with 71 residential units. The residential units will contain 16 one-bedroom, 23 one-bedroom with dens, and 32 two-bedroom units. The building contains 25 tuck-under, 16 standalone enclosed parking garages, and 64 covered surface spaces;
• Building 5 is a new three-story building with 42 residential units. The residential units will contain 9 one-bedroom, 17 one-bedroom with dens, and 16 two-bedroom units. The building contains 14 tuck-under garages, 6 standalone enclosed parking garages, and 24 covered surface spaces;
• Building 6 is under review to be either a new three-story building with 42 residential units. The residential units will contain 9 one-bedroom, 17 one-bedroom with dens, and 16 two-bedroom units. The building contains 14 tuck-under garages, 6 standalone enclosed parking garages, and 24 covered surface spaces. Alternatively, Building 6 may be changed to several town homes, building 6, 7, and 8 similar to buildings 9 through 15, as described below.

PHASE 2 DEVELOPMENT:

The following is a summary of the Belle Oaks Phase II program per building:

• Building 9 through Building 15 are new 2 or 3 story buildings with a total of 40 for rent residential town homes with individual 2-car tuck-under parking garages;
• Building 16 is a new 4 story building with 64 residential units. The residential units will contain a mix of 1-bedroom, 1-bedroom with dens, and two-bedroom 2 units. The building contains 20 tuck-under, 24 covered spaces, and 52 underground parking spaces;
• Building 17 is a new 4 story building with 66 residential units. The residential units will contain a mix of 1-bedroom, 1-bedroom with dens, and two-bedroom units. The building shares a 196-space underground parking garage (Building 17 – 20) and also has 22 tuck-under parking spaces;
• Building 18 is a new 4 story building with 57 residential units. The residential units will contain a mix of 1-bedroom, 1-bedroom with dens, and two-bedroom units. The building shares a 196-space underground parking garage (Building 17 – 20) and also has 19 tuck-under parking spaces;
• Building 19 is a new 4 story building with 70 residential units and a 9,800sf residential amenity space. The residential units will contain a mix of 1-bedroom, 1-bedroom with dens, and two-bedroom units. The building shares a 196-space underground parking garage (Building 17 – 20) and also has 15 tuck-under parking spaces;
• Building 20 is a new 4 story building with 75 residential units and 14,000sf of ground floor retail. The residential units will contain a mix of 1-bedroom, 1- bedroom with dens, and two-bedroom units. The building shares a 196-space underground parking garage (Building 17 – 20), has 15 tuck-under parking spaces, 14 stand-alone enclosed parking spaces, and 36 cover spaces;
• Buildings 21 and 22 are new single story, multi-tenant commercial buildings (retail or restaurant) oriented to the new street grid with adjacent customer surface parking; Buildings 23 and 24 are new single story, multi-tenant commercial buildings (retail or restaurant) framing a new 0.75 acre public plaza which will allow for al-fresco dining and event programming;
• Building 25 is a new single story, multi-tenant commercial buildings (fitness and retail or restaurant) oriented to the new street grid with front and back facing facades with entries, with adjacent customer surface parking; Building 26 is a new ~50,000sf single story, singe-tenant commercial building, anticipated to be a grocery tenant;
• Buildings 27 – 32 are new single story, single or multi-tenant commercial buildings fronting Richmond Road and Wilson Mills Road.

In addition to the urban planning principles incorporated into the neighborhood design, additional sustainable design approaches are planned for the district. For example, recycled content is intended to be specified for use in portions of the new infrastructure and new building construction. The proposed Phase II site grading will be designed to avoid the need for exposed retaining walls and to provide a balanced cut and fill site. The new Phase II utility infrastructure will be designed to utilize the existing infrastructure along Richmond Road and Wilson Mills road to the extent possible.
